The ability to utilize technology in the 4.0 era should be owned by every legal person by empowering information technology resources. Without a good legal information and communication system, the substance of the law will be difficult to access publicly, when the substance of the law is difficult to access, criticism of truth will not encourage the formation of a good legal structure and culture. Discussions about the process of legal change in the digital age in Indonesia have been widely discussed, including targeting the structuring of legal rules, enforcement of the legal rules themselves, as well as aspects of legal development both in terms of legal rules, law enforcement officials, and the legal culture that surrounds. Globalization and technological developments have become a cause the world to become borderless and caused a social change to take place so quickly. Along with technological developments, new problems also develop which should be followed by legal developments. The development of technology 4.0 is like a double-edged sword, one side can be a means that causes someone to want to do evil and the other side is a means that contributes to increasing progress, prosperity, and human civilization.
