Law is a set of rules made to Modern civilization demands all human life to run fast. The impact of changing times with the development of knowledge and technology has brought people into the digital age with all the sophisticated knick-knacks by removing the barriers of space and time. The digital age has become a public space with various discussion themes without any boundaries, diverting human activities that were originally carried out in the real world. This activity also targets the realm of law itself. Law is an entity that moves dynamically according to the development of society. The law must be able to provide space for change. In the context of facing the big challenges of the millennial generation in the digital age, the law must be able to accommodate the fast dynamics in society, while maintaining noble values in life. The ability to utilize technology in the 4.0 era should be owned by every legal person by empowering information technology resources. Without a good legal information and communication system, the substance of the law will be difficult to access publicly, when the substance of the law is difficult to access, criticism of truth will not encourage the formation of a good legal structure and culture. Discussions about the process of legal change in the digital age in Indonesia have been widely discussed, including targeting the structuring of legal rules, enforcement of the legal rules themselves, as well as aspects of legal development both in terms of legal rules, law enforcement officials, and the legal culture that surrounds. Globalization and technological developments have become a cause the world to become borderless and caused a social change to take place so quickly. Along with technological developments, new problems also develop which should be followed by legal developments. The development of technology 4.0 is like a double-edged sword, one side can be a means that causes someone to want to do evil and the other side is a means that contributes to increasing progress, prosperity, and human civilization.
